(Monday, September 24, 2001) -- Hats off to you guys for your hard
work once again! After GOA alerted you earlier this month about a
scheduled Schumer amendment, Senators were deluged with your
opposition to the idea of letting the FBI keep gun buyers' records
for 90 days.

Democrats thought the Schumer amendment was something that would not
stir up people on the outside. But all of a sudden, lots of faxes
and e-mails from GOA activists started pouring into their offices,
and the idea was shelved. Great work! We'll let you know if
Schumer makes another attempt in the future.


Hostettler To Expand Gun Rights

As you know, it is illegal to own a handgun at all in the nation's
capital, as well as to possess any firearm for self-defense. But
Rep. John Hostettler (R-IN) is trying to change all that. When the
DC Appropriations bill comes to the floor -- probably Tuesday --
Hostettler plans to offer an amendment that will prevent the DC
government from enforcing the gun ban.

Passing the Hostettler amendment would help gun owners nationwide by
sending a strong message to gun grabbers all around the country.
Once DC residents can own firearms -- and the resulting drop in the
DC murder rate becomes news -- gun owners will have yet another
strong talking point for repealing gun control across the country.
Please ask your Representative to support the Hostettler amendment
to the DC Appropriations bill (which is still unnumbered).

NOTE: Rep. Hostettler must get permission to offer his amendment
Tuesday. If he is not allowed to offer it, you will know that the
House leadership -- a.k.a. Speaker Denny Hastert (R-IL) -- has
vetoed the idea.


Demil Gun Grab Is Back

Remember the demilitarization gun grab that was tucked into the
Department of Defense bill last year? Well, it's back. Buried deep
within the DoD authorization bill (S. 1438) is a provision that
would allow the DoD to collect and destroy certain privately owned
militaria -- including your M1 Carbine, 1903 Springfield, Colt SAA,
uniforms, ammo, scopes, and more.

Last year, GOA put out e-mail and fax alerts asking our members to
contact their congressmen and demand removal of this incredible gun
grab. The bill had already passed both houses of Congress by huge
margins -- nobody reads the bills -- and was in a conference
committee to iron out the differences.

Thanks to the tireless efforts of GOA members and activists,
Congress felt the heat. The Pearl Harbor attack on the Second
Amendment was averted by the flood of calls and e-mail directed to
Congress. Now, one year later, it's time to do it again. Please
ask your Senator to demand the demil gun grab provision be removed
from the DoD bill.

When the House takes up the DC Appropriations bill, Rep. John
Hostettler (R-IN) plans to offer an amendment that will effectively
allow DC residents to protect their homes and businesses with a
firearm.

The amendment would take money away for enforcing the DC gun ban --
a ban which has been completely ineffective in curbing crime. In
the twenty years after passing one of the most restrictive gun laws
in the country, Washington, DC saw its murder rate skyrocket, while
the national rate plummeted.

In those twenty years (1976-1996), the FBI Crime Reports show that
DC's murder rate ROSE 172% while the national rate DECREASED 15%.
This just goes to show that disarming victims is not the way to curb
crime.

I urge you to support the Second Amendment and to vote for the
Hostettler amendment.

Dear Senator:

I hope you will NOT support the authorization bill for the
Department of Defense (S. 1438), as long as Section 1062 of the bill
remains in its current form.

This section would allow the Department of Defense to confiscate
militaria that is lawfully owned by private citizens and could
require the destruction of guns in honest citizens' hands -- guns
such as the M1 Carbine, 1903 Springfield, Colt SAA, and more.
Please make sure this gun grab is fixed before you vote on it.

Guns in private hands are not a threat to the security of this
nation. At a time when we are declaring a war on terrorism, we
should not also wage war against veterans and gun owners who live
peacefully within our borders. The government should be working
with its citizens, not against them, to meet this terrorist threat.
I would note that the only plane which did not reach its intended
target on September 11 was United Airlines' Flight 93, where private
citizens (not the government) intervened.

Please do not vote against the veterans and gun owners of this
country. Please do not support S. 1438 with Section 1062 in its

Dear GOA members and supporters,

With your help, gun owners cleared a tremendous hurdle last week.

Arkansas State Senator Gunner DeLay, running for the 3rd
Congressional District seat in a special election, overcame a huge
disparity in campaign funds and will advance to a runoff election in
less than two weeks.

DeLay managed an impressive surge in the polls, defeating an
opponent who vastly outspent him.

He has also picked up the endorsement of another conservative
candidate who didn't make the runoff. Gunner DeLay has momentum and
can win this election, but he still needs concerned gun owners to
get involved on his behalf.

The Second Amendment is a defining issue in the race. Gunner has
boldly articulated his fervent pro-gun stance in radio and
television campaign ads, mailings, and on his website.

Gunner sent to GOA a survey filled out 100% in favor of your gun
rights. His opponent has refused to return a questionnaire. In
fact, his primary opponent has been completely silent on the gun
issue.

In the state legislature, Sen. DeLay has been a strong leader in
defending our gun rights, working to pass CCW reform and making it
easier for young people to use firearms in a safe and responsible
manner.

With our gun rights under continual attack, I don't have to tell you
that we desperately need such leaders in the U.S. House of
Representatives.

The winner of this runoff election will be the Republican nominee in
the November general election. But this district is considered
strongly Republican, so the winner of this runoff will likely be the
U.S. Representative.

The special runoff is literally right around the corner, on
October 16th.

I know so many of you have contributed to Gunner DeLay for Congress.
I hope you will consider helping again.

ACTION: Please contact your senators and demand that they oppose
the anti-gun amendment that Senator John McCain (R-AZ) will offer to
the Aviation Security Act as early as Tuesday. Ask them instead to
support Bob Smith's "Passenger Safety" amendment that will arm
pilots, thus protecting the lives of airline passengers and
crewmembers.


(Friday, September 5, 2001) -- Anti-gun zealot Senator John McCain
is, once again, preparing to offer an amendment to disarm Americans.

This particular "Dead Pilots" amendment, proposed for the Aviation
Security Act, would prohibit guns for airline pilots and instead arm
them with "stun guns."

Thus, if a ground crew in a U.S. or foreign airport smuggled a gun
aboard an aircraft and planted it under a seat, THE HIJACKER WOULD
HAVE A REAL GUN. BUT THE PILOTS WOULD ONLY HAVE A TOY GUN BY
COMPARISON.

This same result would occur if a terrorist smuggled a firearm
through a metal detector, as Charles Hildreth, 63, unwittingly did
at Atlanta's Hartsfield Airport on September 25, 2001.

THIS WOULD PUT THE PILOTS AND THE PLANE AT GREATER RISK THAN IF THEY
HAD NO GUN AT ALL.

Let's look at the types of stun guns:

* THE STUN GUN THAT WORKS ONLY WHILE THE PILOT'S THROAT IS BEING
CUT: First, there is the hand-held stun gun which works only
when the pilot makes physical contact with the attacker. On
its web site, D&D Security Products, which sells this stun gun,
states: "They should not be used to defend yourself against an
attacker with a firearm or knife." IN OTHER WORDS, STUN GUNS
ARE DESIGNED SPECIFICALLY FOR UNARMED ATTACKERS. THEY WOULD BE
USELESS AGAINST ARMED TERRORISTS.

* THE STUN GUN THAT WORKS ONLY IF PEOPLE FLY NAKED: Second,
there is the type of stun gun (a taser) that "launches remote
probes up to 15 feet." This type of stun gun can be thwarted
by heavy clothing. And, if the pilot misses on the first shot
at a distance of 15 feet, the pilot is dead.

Either way, McCain's "stun gun" approach would do very little to
enhance pilot or passenger safety against a terrorist. Even worse,
the McCain amendment would leave pilots defenseless by supplanting
the Smith amendment, which will take real strides towards stopping
future skyjackings.

So please urge your Senators to oppose the anti-gun McCain
amendment, and be sure to reinforce your support for the Smith
"Passenger Safety" amendment.

Dear Senator:

When the Aviation Security Act comes to the floor for a vote, there
will be competing ideas as to what will deter terrorists from
hijacking aircraft. I want to make it unmistakably clear that stun
guns and tasers are NOT the way to deter hijackers.

One seller who advertises these items on the web says that stun guns
"should not be used to defend yourself against an attacker with a
firearm or knife." Well, no kidding. Stun guns require the
attacker to be right on top of you before you can use them. And
tasers, which launch a remote probe up to 15 feet, can be thwarted
by heavy clothing. Moreover, if the pilot misses on the first shot
at a distance of 15 feet, the pilot is dead.

Please do not support any such "Dead Pilots" amendment -- whether it
is sponsored by Senator John McCain or anyone else -- as a defense
against terrorists. If stun guns and tasers were so effective, then
why don't cops around the country trade in their guns for these
items?

There are plenty of aviation engineers who have made the point that
bullet holes will not cause a massive depressurization in a plane.
If depressurization was truly a concern, then why are we even
considering putting air marshals on planes? Their bullets will be
no different from the ones being used by the pilots. But more to
the point, there is no way we can get an air marshal on all 35,000
daily flights.

So the only way to deter these terrorists is to make sure that our
last line of defense -- the pilots -- can protect the plane.
Reinforcing the cockpit doors is also a good idea, but it's not a
panacea. Are we to assume that on a long trip the door will NEVER
be opened? That pilots will NEVER take a bathroom break? That
there is no one among the flight crew who will ever have the keys
or security codes to open the door?

Reinforcing the cockpit doors can help. But the only way to stop
terrorism on board aircraft is to let these villains know in advance
that, if they ever try to invade the cockpit, they'll get a bullet
in the skull.

Please support the Bob Smith amendment that will allow pilots to be
armed, and thus, will enable them to protect the lives of their
crewmembers and passengers.

opposition to arming pilots. Basically, their opposition falls into
one of five categories:

1. Bullet holes can lead to a massive depressurization of the plane
2. Pilots should fly planes, not fight terrorists
3. Making cockpits impenetrable is all that is needed
4. Only sky marshals should have guns on planes
5. Innocent bystanders might get shot

Due to the horrific events of that day we thought it inappropriate
to contact our membership on any other subject.

Still, the battle for our freedom rages (perhaps now more than
ever).

Congress will continue to take up measures that will infringe on
your gun rights, and we need your help in sending the very best
people to Washington.

Arkansas State Senator Gunner Delay's special election campaign to
fill the unexpired U.S. House term of former Rep. Asa Hutchinson is
quickly moving up in the polls.

This is an opportunity to pick up not just another pro-gun vote, but
a real leader who will fight for your gun rights in Congress.

Sen. DeLay is a proven leader in the battle to preserve the right to
keep and bear arms. When concealed carry legislation came up in the
Arkansas legislature, Gunner was at the center of the battle to pass
the law. His chief opponent voted against the CCW law, not once but
twice.

Former state Rep. Jim Hendren voted against a bill to allow
Arkansans to carry concealed firearms. Later, Hendren voted against
a measure to remove gun free zones from that law, such as
restaurants, zones that would assure that the only person armed at
the scene of crime is the criminal.

Hendren also snubbed gun owners by refusing to return the GOA
candidate survey.

Senator DeLay returned the GOA candidate survey 100% correctly.

Recently, Gunner DeLay visited with his distant cousin, House
Majority Whip Tom DeLay. I was delighted to hear that Gunner DeLay
is of like mind with his staunchly pro-gun cousin.

There is one advantage Jim Hendren has over Gunner DeLay, however:
money. While Gunner has raised over $80,000 from concerned citizens
like you, Hendren has poured in $300,000 of his own money to fund
his campaign.

I know many of you have already helped Gunner financially. I hope
you will consider helping again.

And if you have not yet given to Gunner Delay for Congress, I hope
you will do so now.

This special election is coming up fast. On September 25, barring
a runoff, this race could be over.

(Thursday, September 6, 2001) -- They're baaack!

Yes, the Congress is back, and our liberties are under fire once
again.

You will remember that in July, Rep. Jim Moran (D-VA) offered an
amendment to force the FBI to keep gun buyers names for at least 90
days. After you guys contacted your Representatives, the Moran
amendment failed miserably by a vote of 268-161.

Now, Mr. Anti-Freedom himself -- Democratic Senator Chuck Schumer of
New York -- wants to require the FBI to register gun buyers.
Attorney General John Ashcroft recently reduced the registration
period to 24 hours, but Schumer & Co. want to ratchet that time
period back up to at least 90 days. Sen. Schumer is reportedly
looking to offer his amendment to the Senate's
Commerce-Justice-State budget bill (S. 1215).

Gun owners should ask their Senators to vote AGAINST the Schumer
amendment. Obviously, the best answer would be for Congress to
repeal the unconstitutional Brady registration law. Short of that,
Congress should enact the original Smith amendment which passed the
Senate by a 69-31 vote in 1998.

The Smith language calls for the "immediate destruction" of ANY and
ALL information that might help identify lawful gun buyers.
Moreover, the bill specifically authorizes private individuals to
sue the FBI for registering gun owners and specifically offers to
compensate them for legal fees when they sue the FBI.

ACTION: While the Senate could vote as early as today on this
amendment, it probably will not get to it until at least next
Tuesday. Please use the prewritten text below to help direct your

of law-abiding Americans. The Senator wants the FBI to keep the

the Commerce-Justice-State bill (S. 1215).

I think the Senate should reenact the Smith amendment from 1998 --
an amendment which passed by a 69-31 vote. His language required
